Public Transportation Funding Faces Shortfall In Cleveland, Statewide

State funding for public transportation is a fraction of what it once was and now covers less than one percent of cost borne by regional transit agencies. Many other states cover up to 20 percent. Plus a new change in federal regulations means even fewer dollars. So what's the solution? Higher taxes? Consolidation?
